Throughout the negotiations over the recently signed COVID-19 relief bill, my priorities have been shaped by my view that there was a political cap on the size of the package. Keeping the package under $1 trillion was a red line for Republicans, and therefore more money for one priority was necessarily going to have to come out of some other program.

Democrats could talk all they wanted about how unreasonable the $1 trillion cap was — it’s always more fun to talk about how unreasonable your opponents are than to make the best of the negotiating details ⇒
