One of the main sticking points in the negotiations over another round of coronavirus relief is aid to state and local governments — Democrats want more of it and most Republicans do not. It looks increasingly likely that lawmakers will agree to a package that excludes what had been a bipartisan plan for $160 billion of broad-based state and local aid — though, as I’ll discuss below, even a “no state aid” package would likely include tens of billions of dollars that would ultimately go to shore up state and local budgets.
